What is a small importer?

A small importer is a company in the automotive sector that imports into Switzerland and sells fewer than 50 CO₂-liable passenger cars, fewer than 6 CO₂-liable light commercial vehicles or fewer than 2 CO₂-liable heavy vehicles per year (Art. 18 CO₂ Ordinance). Unlike large importers, small importers settle the CO₂ levy with the federal government for each individual vehicle – low-CO₂ vehicles cannot offset the high-CO₂ ones.

Why is per-vehicle settlement a disadvantage?
